Holes in the Brake Discs

Dumb question. But should all the circles on the brake discs be holes? Looking at mine, some appear not to be. Just happened to notice as was cleaning brake dust etc off wheels.

They usually fill up with brake dust quickly, no idea if/how that affects their performance.
