No start + no clocks

My car was in getting some paintwork touched up, dropped it off fine. The bodyshop try to start it up to move it and no luck..
There is no illumination from the clocks when key is in, no warning lights or any other light other than the traction light that comes on. Headlights, interior lights, locks/ unlocks and centre console lights all work.
Car won't start. Had a recovery chap come and look at it said it may be the 'dash panel' new one or second hand one required and it will need to be coded. (what is this? immo?)
When key turned it showed on his computer that it was getting power and was able to read codes, I noticed it said something about the ECM but it was only a quick glimpse before he organised recovery.
I have ordered a couple of 614 relays incase this is the issue but won't be able to check until tomorrow.
If anyone has any ideas what it may be fire away.
