H&R Coilovers- rear arch rubbing

Good afternoon all! Hoping someone could help
Since my DRC pipes corroded, I took the plunge to get the old bird sat on some H&R's with upper and lower control arm bushes replacement. Unsure of how far its been lowered, but noticed that the wheels sat way too far in for my liking so had I threw some 12mm spacers on- looks just right! The issue I have however Is the rear passenger side appears to sit a fraction lower than the rear drivers side. As a result, it scrapes over most bumps that are on the left side of the road/going around a roundabout at anything over 20mph but faultless when turning left (which causes lean to the right) however going across a large crevice or dip in the road and I hear scraping all over the place.
Now when this was all fitted, my mechanic said its likely the fronts will "settle" and need raising slightly if he's set them too low. Looks like it just needs raising 5mm on the fronts and we'll be ok. But he told me the rears have been set as high as they could, although the rear passengers side gives me just about one fingers clearance whilst the drivers side rear is a full fingers clearance.
Had a poke and listen around and sounds like the rear arch liner is rubbing against the tyre wall on the passenger side, but could there be any other reason as to why theres an imbalance in the height at the rear if they really have been set to maximum?
For info, running standard 19" wheels, 12mm spacers and H&R Monotube coilovers.
