For the lower trim only, definitely doable without airbag/steering wheel removal. However, I think a number may have been glued at some point which makes it a right bugger to get them apart!

I tried doing this a few years ago before I saw any write ups. I undid the screws but could not prise apart the 2 pieces. I didn't want to use too much force as wasn't sure if I would break something else.

Went to my local dealer and they didn't know how to do it so I just left the old damaged badge in place. Still have the whole new lower assembly part in the box in my garage.

The bottom part has a lot of glue on mine too, so I had to use a plastic trim removal pry to wiggle it out gently along the gaps. It'll take you a few hours comparing to slowly create a gap to pry the frame opens.
