It's not even just pro's. Any wannabe car theif can buy a gps jammer online that you just plug into the cigarette lighter and away you go. The trackers themselves are not exactly impossible to find, so removal is a peice of cake too

Top notch tracker trackers use multi frequency VHF which should get through. Technically able to get through containers but range obviously reduced.
But yes, gps and mobile based systems not worth the circuits they are printed on.
And tracker installers are generally quite lazy in choosing where to put the boxes.
