Nick - Did you have a number in mind for how many people you wanted to see interested in this before proceeding to the 3D scan step?

Intended to reply to this thread last night, but ran out of time.
Basically, there seems to be sufficient interest to pursue this, so I've already begun the process... Thank you to everyone that's registered interest and provided feedback.
I should probably forewarn you that, to do this properly, make take a few months. However, I'm already looking in to options to speed up the process considerably.

Quick update:
I've taken several 3D scans of the standard B7 RS4 bumper/valance and tried out a few ideas on the computer.
In short, I can confirm that there are essentially 2 options:
1. To get a diffuser design similar to the earlier pictures that Faisal provided, this will indeed require hacking away the centre section of the existing valance, before fitting the new outer 'skin'. The new 'skin' could then be fixed in place by bonding it to the remaining outer lip of the valance, and by making use of the 3x OEM fixing points beneath (which the existing valance would no longer attach to as the relevant section would have been cut away!).
2. For a more straightforward fit (without the need to cut any existing sections away), a diffuser design similar to the Photoshop I've included below could be achieved by bonding an outer 'skin' to the existing valance (and both existing/new diffuser sharing the same 3x OEM fixing points beneath):
