I think its probably more to do with getting their grubby mits on it to see what caused the failure as it's pretty unusual. And they would not be able to justify the work needed to prove all was ok to use, so they would just say the engine needs changing
I don't think I've seen an engine (or heard of one) that bent it's valves having issues afterwards when fitted with new heads but hey, you never know what else they found when they removed the engine.
