The S8 had a switch, and I understand the B7 can be switched using Vag Com, how does the C5s work?

Yup - a switch which seems to move a very small amount and then the ****ard job is getting the headlamp back cover back on with the engine heat!

Big orange lever thing. You will see it once you get the back off the headlights.

Tip: Don't do this with the HIDs on or you might get a new hairstyle.

I've been to Europe in mine a few times and have never bothered, far to much hassle. Did a lot of night driving and never got flashed at or pulled by the police.

I get flashed at a lot in France, but that's mostly because I'm overtaking people at 120+. For some reason it seems to wake them up and their first reflex is to flash their lights. Not sure what that's about. Like maximo said, don't bother.
