Neither ECU knows if the flap is stuck or doesn't open/close properly. That is part of the problem. The secondary air injection flow (during the catalyst heating phase on start up) is controlled by a solenoid and requires vacuum. The solenoid is under the manifold, in the engine "V" and uses the same vacuum source as the manifold flaps, power flap and exhaust flaps. I'd say you have a vacuum leak....

Vagcom (VCDS) set-up? You'll need the HEX-USB+CAN for an RS4 ($349 USD) as well as a laptop running Windows XP, Vista or 7.
